SMCSO is the law enforcement agency with jurisdiction in this case and has classified it as a "non-family abduction." It is handled by the Sheriff's Office Operations Division, Investigations/Detective Bureau, General Crimes/Missing Persons Unit. The San Francisco office of the Federal Bureau of Investigation assisted the Sheriff's Office in the initial investigation but only in an advisory capacity (the FBI's NCIC case number is M-205458221).

The United Nations
Convention on the Rights of the Child (General Assembly Resolution 44/25) declares that every child has fundamental rights, including the right to life, a name and "the right of the child who is separated from one or both parents to maintain personal relations and direct contact with both parents on a regular basis." Furthermore, "Where a child is illegally deprived of some or all of the elements of his or her identity, States Parties shall provide appropriate assistance and protection, with a view to re-establishing speedily his or her identity." The Convention entered into force September 2, 1990, and 193 U.N. states are party to it; the only two non-parties are the U.S. and Somalia.

May 25 is National Missing Children's Day, first proclaimed by President Reagan in 1983 and now observed internationally. Supporters leave their porch lights on this night, a gesture reminiscent of the lanterns left in windows for sailors at sea, far from home.
